LOL, well look a the e627 and see. The vga connection is the type of connection that most computers had until they started coming out with DVi and HDMI. You can easily google "Vga cable" or go on ebay and type "VGA Cable" to see what the connection will look like if you're not sure.
I have an emachines e627 and it has a webcam, because there are different models of the emachines e627. Most likely you have an emachines e627-5583, that model has a webcam. If you are trying to use your webcam there is a program that is built in called just go to "C:\Windows\Video Web Camera.exe". I hope this works for you ;)
thats hard cause i have one too and according to my online research we have a web cam on our laptop but for some reason it wont connect and there isnt anything you can download from the internet yet wit windows 7
