Spins out of balance even with nothing in it ?

Check lower balance springs, remove front panel to view there are 6-8 of these, to gain access and remove the front cover, insert a knife or thin blade approx. 4" in the from each side in between the seam on the front panel, this will release the top cover clips and the top cover can be hinged up and back. undo the two top screws to remove the front panel. Also check drum is rotating at full speed when spinning, if not spinning at full speed check and replace drive belt.

First thing is to see if the counter-balance spring it still in place. It should be connected to the base of the machine and the bracket.
Also check the motor coupler to see if it has any play or is loose.

well there's a counter weight that could be loose or broke or the support hangers for the tub may be broke or loose.

The stem is bent or fractured or the bearing is shot. This is a rebuild job for a techo.
