In order to download and play GBA games on a pc you need a program called an emulator.

After downloading the emulator and rom, extract it to any folder and run the emulator. Before opening the rom, you need to configure the buttons to play the game.

do you mean migrate pokemon from a gba pokemon game to diamond because if you do that you need to complete the sinnoh pokedex by seeing every pokemon in the sinnoh pokedex and then you can go to the pal park. Then put the gba game in the gba slot. Start up you diamond and on the menu there should be a sign that says, "Migrate from gba game"

Saying if you have legal rights to the game via EULA you can download a emulator and play the roms as though you have the games there

Impossible.
GBA files are games for a Game Boy Advance emulator (such as Virtual Boy Advance).
NES files are games for a Nintendo Entertainment System (the video game console we used to play when I was a little kid) emulator.

Both console don't work the same way, so do their games. So, technically, it's impossible to convert GBA roms to the NES format.
