I did not suggest I had an answer for your question.
I suggested to another enquirer in a different thread that they contact the email service provider, by telephone or (e)mail and find if they could verify their identity in some fashion other than by question.
Cable service ISPs have other avenues of identifying, they can identify the mac number of the access point & its physical location against the identifying details of the person calling.
