SOURCE: razor wont charge

Yes, the batteries can be changed. You will find replacement batteries for model 6705X at shaveroutlet.com. See link below

http://shaveroutlet.com/shaver-battery-pack-for-most-norelco-more-p-278.html

To change the batteries, you will need to remove the lotion cartridge cover on the back and then remove the screws on the back of the inner cover. Remove the back to get to the inside of the shaver. The batteries are soldered to the circuit board. You can unsolder them or it is sometimes suggested that you use a modified installation technique. This is to break the tabs off of the old batteries rather than unsoldering them from the circuit board. This allows the old batteries to be removed but leaves the tabs attached to the circuit board. You can then solder the tabs from the new batteries to the old existing tabs. Reassemble in reverse order

If you are not able to do this repair yourself, shaveroutlet.com can do it for you. See link below

SOURCE: razor bella problems

Most likely a bad battery. Check out put voltage on all posts. If it's 12 Volts DC or more, then it should be ok, and you'll need to start looking in the wiring such as the speed control switch. If not, your problem is a bad battery cell and you should replace it. NEVER TRY TO SERVICE A BATTERY!!!!!

Have an e100 razor electric scooter. it has not been used for a couple of years. I got a new e100 charger and tried to charge but i noticed that the green light stays on and the red light charging does not...

The batteries are dead. The battery in these scooter need to be kept charged or if not in use for a long time charged every 3months. Otherwise, like what to you, they will go dead. The chemicals in the battery have deteriorated to the point where it won't hold a charge. Replacement batteies are available at:

Razor charged but not running

You didn't specify how old you model is.
Generally I would say, the battery is failed.
You might try taking it to whereever you bought it and politely ask for a replacement. Its also a good idea not to leave these in cars during sub freezing weather.

I no longer have the owners manual. What does it

According to the manual, the red light comes on while charging when the battery does not yet have enough charge to sustain a 3-5 minute shave. The green light stays on steady while the razor is charging, and blinks when it is fully charged. If your battery life is short, they might need to be changed.
