I paid $250 for it on craigslist. It was on and working when I got it. He said he reset the info on it. When I turned it on after I got home, it asks for icloud account user information. I tried to start an account but it wants specific user information and won't unlock without it. I called the police and they checked and it has not been reported stolen. They couldn't help me with the ipad but they said they'll investigate the seller. Now I need to know how to really reset the ipad so I can set it up to use. I am pretty new to Apple products and this is my first personal ipad.
Your best shot is to find the person who sold it to you and ask to disable Find my iPad.
It depends entires on the lock? If it was activated by the "find my ipad" system, those became pretty bullet proof in the last system.
Have you tried a DFU reset yet?

Under worst case senario use a small part of the jailbreak software - like tiny umbrella, which will wipe the system- once booted, you can factory restore from iTunes and you be fine. This kinda stuff (apple) is what I do for a living...
