I have GE TBX16JAZ refrigerator. In what direction is refrigerator external fan (located at the rear bottom) supposed to blow air? Right now fan is pulling hot air out and not blowing cold air towards the fins. Is this the direction the air is suppose to flow?
Shouldn’t fan work differently and blow cold air towards compressor and fins?
At thermostat position 3 – refrigerator turns on every 17-18 minutes and runs about the same time 18 minutes. Is this normal?

This really depends on the manufacturer and their preference on design. First, the fins at the compressor are part of the condensing coil. Most all makers have air pulled into the condenser coil and blown across the compressor. You should be moving room temerature air across the condenser and the air from that is usually then moved across the compressor.

It sounds like the damper assembly might have failed or be stuck open. The damper is mounted in the left side upper rear corner of the refrigerator section. The damper controls the amount of cold air that comes into the refrigerator section from the freezer.
If you want to repair the refrigerator yourself you should disconnect the power to the refrigerator and remove the 2 screws holding the damper cover to the center wall. Sometimes you can spray the damper with WD40 and free it up.
