SOURCE: Fan Not Working

Sounds like a motor problem...but not necessarily. Cut power to the unit. Expose the motor assembly. Turn the fan by hand...if it is jammed or hard to turn...replace that motor. Not that? There is likely a motor connector. Get a test light at the hardware store. Disconnect the motor and then probe the wires coming to the connector from the power side (with the power on again) to see if the tester glows. Yes...bad motor. No, find the bad connection. It is possible that this unit uses a multi switch...if that's the case, there will be three wires coming out of it...One is power in...the others go to the light and the fan. Then, the switch will be the culprit. Hope this helps.

Faber range hood fan stuck

Can you start the fan while holding the motor? If it runs fine while not in the hood, then likely the fan is rubbing against something that is not letting it get up to speed. If the motor does not run when removed from the hood, then there's something wrong electrically - a start capacitor, bad motor, etc. Try to verify the fan is not rubbing on something first.

Can you suggest a good degreeser to clean cassete filters tried several products but not very effective

I"m not sure what you mean by cassete filters, unless it's two filters. I take mine out and put them in the dishwasher!! Works great, The grease comes out and they shine again after I take them out. It does not hurt them, I have been doing this for years.
