Inside of the solenoid/valve are flaps that open and close upon command from the control center. When dirt, grime, or sand collect, it can keep the valve open or closed. You need to have a Pre-Filter system like a water conditioner to keep debris from entering the machine. In the mean time, remove the water lines Hot and Cold from the washer. If you have a vacuum hose that can blow and suck, do both at the ports on the machine. Clean all hoses out so no debris is inside the walls of the hoses. Tap the in/out ports on the washer with the back end of the screw driver to loosen up any particles that did collect inside the valves. If all looks clean and in order, use a hose screen in the hose attachment to the washer to keep debris out ( available for a few cents from Lowes) , reattach Hot to Hot, Cold to Cold.
Turn on the water valves and try to start fresh. If that fails, you need a professional service agent.
Here is the manual. Hope it helps: http://www.applianceblog.com/mainforums/attachment.php?s=001fc13abc99c02a4aa812a23c01ac7e&attachmentid=13030&d=1381289434
The bellows is clogged that can e cleared by opening the door and checking the area just outside the tub at the bottom for debris. Clean this area and should drain normally into outer tub.
