Needs attention from a tech. Could be anything at this point, bad ram, bad/dirty ram slot, failing power supply or motherboard, bad video card... I'll put my money on bad motherboard otherwise I hope you would have wrote that you are hearing beeps. Hope that helps you some.
The POWER and DIAG LEDs can give you information. If no DIAG LED look at the POWER LED

Flashing amber, most likely the power supply
Solid Amber, motherboard or item plugged into the motherboard (Expansion card, external connection etc.)
no man try to take out the modem ( last pci slot on the botom of the board) and see if you have any luck if not you going to need a new motherboard thanks and good luck
Most Dell pc come with a below average power supply. I recommend replacing your power supply with a better one. Do a search on Google for a good replacement power supply for you Dell 8400.
