There is Software Problem of your mobile or There may be virus attack on your mobile so it is getting restart after 2 min. You should renew your mobile software if your a technician the use the dongle box to renew your software like JAF Software Dongle or UFS software Dongle using this you can renew you mobile software if you are using any other software dongle's then you can use that to renew your mobile software. After doing this if problem does not solve then there is hardware problem in your mobile please check the battery connector, power amplifier, Power IC & Boot IC. while doing this your mobile will get damaged so do it very carefully if your mobile go dead then we are not responsible for that.
If your are not then Please visit your nearest Nokia Service Center (Nokia Care) or Visit any Mobile Repair Center they will solve your problem in a day.

There may be Hardware failure Problem or Software problem.
To solve this first try to renew your mobile software it may get solved if there is software problem. if it not solved then check the motherboard with Multimeter there may be problem with boot IC or Any track is open or Damaged so please check all parts on motherboard. please Do it if your a technician then only try this if your not then dont try this thing if you tried it then may be your mobile will be ded so Please do not try.
If not technician then Please Visit your nearest Nokia Service Center (Nokia Care) or visit any Mobile Ripair Center they will do the nessciry thing to your mobile.

As you said in the question IC will not get damaged.You just need to follow this step. * Check weather the strip is damaged. * This will be connected from mobile board to the display. * If it is good means then you need to change the display. * For that you need to contact you are nearest sony ericsson services center. * There they will fix your problem as soon as possible.

As you are using Nokia 1209 mobile you need to contact you are nokia service center there they will make you are mobile to work properly.This may take few minutes after repair check weather it is working properly or not.And you can also make service by your self by opening you are mobile panel cleaning the keypad area there you will find a huge amount of dust it may make you are mobile not to work.Thanks for you are question.
Try to make an emergency call like dial 112 or 911; if you
hear voice from operator then it is LCD problem or may be the display IC of your
phone. Please visit your nearest mobile
service center to repair or replace the hardware.
If you can’t hear anything then your phone needs to
reprogram; new software has to be installed in the mobile. Please visit your
nearest mobile service center and ask them to flash the mobile. Flashing is
formatting and reinstalling the latest software that supports the mobile.
