It sounds like you have a vacuum leak or intake gaskets leaking. Try this. Start the engine and let it reach the idle it want to go to. Get you a can of Brake Clean and spray it around the intake manifold (it on the top center of the engine, you may have to removed a plastic cover) If the engine idle changes up or down then the intake gaskets are leaking hence your vacuum leak. maybe try replaceing the ingnition modual. that part can do a lot of weird things to these cars. its located inside the distributor cap, really easy to do. about $40 and 10 mins or less. sometimes as they start to fail they do odd things sometimes but not always

RPM's up and down check EGR valve and sensor. EGR valve and sensor control idle. That's why your getting the surging on rpm's and this could be giving out the other codes. If mass flow was bad car will not start and the same for the map sensor. O2 sensor measures gas and air for right mixer. TPS controls 0-60 speed as in throttle respons.

My son had the exact same problem on a 93 Buick LeSabre. The crank shaft sensor was replaced for about 60 dollars and has not had the issue for over a year.
