You need to contact your mobile provider and ask them for an imei lock. They'd probably ask you for some sort of proof that the phone you want to lock is really yours. (The box for your phone with the imei sticker, purchase receipt etc.)

Phone your service provider, tell them its been stolen, if its being used they will send a text to that phone which will disable it from being able to be used. As for tracking it has to have GPS installed in the original software.
