I have a LG Shine CU720 phone. The LCD screen broke so I replaced it. When I turned the phone on, the screen is lighting up but has no image. It's just a lit up black screen. I am not sure if I need to replace the ribbon cable or if it is something else.

The ribbon cable is part of the same assembly as the LCD Screen. So if you bought a replacement LCD Screen, they should have both come as one assembly. My first suggestion would be to double check if the ribbon cable is fully connected, or one of the other press connections. It is really easy to get those off to the side just a bit and not even know it. Here is a link for a guide that will show an LG Shine all torn apart, and give you an idea what you should be seeing.
Here are some links that could be of some use to you. The first one in particular. The second, just in case you do need a new LCD Screen.

Buy Replacement screens for LG Shine
Hi, I'm almost positive that the new LCD screen that you replaced is the older 1.1 version that has a small flex cable on the back side of the keypads with a fold down lock, you will need the newer 1.4 version of the flex cable, and all that issue will go away and your phone is live again, good luck.
If you could see any image from the broken lcd before changing it so your new lcd is not working or no installed right
and if not you may try the cable or the hard shock that broke your lcd effected the main board
