The battery may not be fully charged. Check the Control Panel, Hardware - Power Options. Check the battery level. If the battery is not listed, the charge circuit of the laptop may be bad.
Depending on how old the laptop is, the battery may need to be replaced. Since it charges, I would not suspect the power cord, so indications may lead you to requiring a new battery.
Remove the battery the ac adapter,the memory.the hard drive and the cd rom.Press and hold the power button down for twenty seconds.Replace the memory first then the battery and the ac ,power up if this works add the other pieces one by one.REMEMBER BEFORE YOU ADD EACH PIECE THERE MUST BE NO POWER ,NO BATTERY OR AC ADAPTER.

sounds like your charging circuit isn't working or the adapter isn't putting out enough power or amprage to fully charge the battery, or you battery went bad. if the charging circuit is bad then so is *********** board, time to burry the system and buy a new one

That unit has an Inverter board, just below the screen in the LCD panel.
It is the unit that actually brughtens the LCD.
