Are you uploading from your phone or from a PC?
If from a PC, try thisL
* use Chrome to upload, instead of Internet Explorer or Firefox
* Go to the upload page
* before you upload, look for the URL in the address bar. Change the 'http' to 'https' and press enter to reload the page.
* then, upload normally.
The HTTPS version of Youtube's upload page has some error correction that helps it overcome the occasional hiccup the internet encounters.

I too was getting the "400 Bad Request" message in Chrome but other browsers could go to the same web page without problem. I found the it was the DNS pre-fetching causing my error. I went into Options, then "Under the Hood" and unchecked "Use DNS pre-fetching to improve page load performance". Immediately my 400 error went away and hasn't been seen since.

Just refresh or reload the current webpage twice or more then wait for a moment or close the old browser and open a new one. Tod the former just right click the mouse and hit reload or refresh depending on the type of browser or just click the refresh icon in the browser ribbon above.
