If you are talking about the distributor rotor the problem in located in the distributor shaft area. First pull the distributor out after marking it's location on the lower flange and engine block. These marks should be lined up when replacing the distributor. Now check the gear at the bottom for missing teeth. Another possible cause is the pin that secures the gear to the shaft may be sheared. Hold the gear and turn the rotor wile watching the shaft end in the gear. If the shaft turns and the gear doesn't than the pin is sheared. If the rotor turns and the shaft dosen't than the shaft may be damaged.
If you mean ignition rotor you need to replace the timing belt
