Most tablets connect to the internet through WIFI. Only a few can use SIM card to connect through 3G or 4G data connection. For WIFI connection, you must have a WIFI router at home. You will normally password-protect the WIFI rounter. To connect the tablet to the internet through the WIFI-router that is in operation, you will configure its WIFI settings to match the router's password. This will be done by going to tablet's Setting, turn on WIFI, click on your router in the list of detected routers, enter the password when prompted. Ensure that Connected is shown against your router. You can then browse the internet.
Because you keep getting "an internet connection error" it sounds like it is not connected to the internet. I would try to address that problem first. I would go in and delete the wifi connection and re-add it using the correct network name and passphrase for your wireless access point. I think that once you get the internet connection error to go away, you will have better results with internet-dependent functions like the app store. Also make sure you don't have airplane mode or other feature activated that would turn off the wifi.
Sometimes the wifi connections get messed up. Try quitting all apps, turn the iPad off and restart it. You may want to do this with the units connected to the internet cable as well. You may have to delete the connection and reconnect from your iPad, too. Good luck...
This looks to be a WiFi only tablet. Do you have a WiFi access point to connect to or have a free one somewhere like WalMart/MickyDs etc. You then need to make sure your WiFi is turned on your tablet and then connect to the access point. Once connected you can use a browser to access the internet.
