Take the toner package out, shake it, put it back.
Buy a new toner cartridge.

hi . check the flag sensor in the output tray . if you move the flag sensor up it should come down when you loose it

iR1600 are special machine that needs a little bit more care.

First, clean the laser unit and optics ( beneath copy glass too ). Then use some polisher and polish the developing cylinder and clean/replace developer cylinder blade.

Use GENUINE CANON DRUM UNIT and GENUINE TONER.

Try checking the fuser section,
1- bad thermistor
2-bad thermofuse
3-bad fuser lamp
