My HP was on when power lines fell outside. When the power was restored the computer will not power on. It has a blinking green light on the back by the power cord. I unplugged the power cord and opened up the computer to see if there is any type of breaker or fuse that needs resetting. Any suggestions please! Thanks
This is an easy fix so here you go nice and simple:
Problem: Your motherboard circuit has been cut.
Causes: Power disconnected during operation. Power outage or short in the surge protector.
Symptoms: Flashing green light on both motherboard and power supply. System will not power on.
Solution:
Step 1: Ensure that both the power supply and the motherboard lights are flashing green, not solid or off.
Step 2: While the power is on, disconnect the power supply from the motherboard. This connection is the largest of the connections and should be listed as the 'P1' or 'Primary' power connection.
Step 3: Wait until the green light on the motherboard stops flashing and check to ensure that the green light on the power supply is now solid. If it is not solid, disconnect the power to the power supply and wait until the light turns off completely. Then reconnect, it should be solid now.
Step 4: While the power is on, reconnect the P1 connection to the motherboard and you should now see that the light on the motherboard is solid.
Step 5: Power on your PC. The problem should not persist.
Warnings: If the power supply light remains flashing after you have restored power to it while it is disconnected from the motherboard, it may be a system failure in the power supply itself requiring replacement. Always be careful when working with an active or live power machine.

the PSU does that, or the MOBO find its regulators wrong
and tells the PSU to shut down.

Did you have a surge protector that your computer was plugged in if not it may have done something to your power supply good luc hope this helps Merry Christmas

I have a similar problem:
My Compaq d530 was running fine until one day during plugging in a USB device (MP3 player) the system completely stopped working. The only thing which is active is the green LED on the mainboard.
I have checked several things and have found the following:
- IDE cable had burn marks!! (nasty)
- USB connection cable which runs from the front to the motherboard has changed in color. (darker green while all other connector have e more light white color.)
These are the signs of a brun out, but I do not have any solution to repair this.
Economically the best thing to do is buy a second hand (or new) system. (d530 are about 60 euros these days (march 2009). Hardware parts can maybe salvaged.
