My phone will only turn on to the blue Tracfone screen, then it continually makes the startup sound but won't advance any further.

If you hear a noise that means that the electronic solenoid is operating, so it isn't the fuse. You do have power going to it. It appears that it is a common issue. One way that often works is to have someone in the car and someone at the boot. The boot person presses down and on 3,2,1, the car person presses the button and the boot person jerks the boot up.
How were you notified that you had won a phone (a cell phone, I assume)?
The notice could have been a way to gather your personal information - a phishing scam.
If you do not recall entering any sort of "contest" to possibly win a phone, be very suspicious and do not reply to the message.

Hi Try resetting it.But note that this will delete your personal data,downloads and third party applications on the phone restoring to its factory settings.
Start >Settings >System >Clear phone memory Follow the instructions.
Assuming you've tried pulling the battery and booting it again, you could try doing a hard reset on the phone (this would erase all data on the phone), by starting up the phone while holding down the volume up button while turning the phone on, waiting until you get a white screen with 3 skateboarding androids on it, and select clear storage (use the up/down volume buttons to move the cursor, power button to select), then volume up to confirm. If the phone still won't boot up after doing that, you're going to have to take it to a store, as that boot menu is the only thing that you can get to come up if it won't boot all the way up.
I would try a boot without the SIM and if that does not work by itself, I would try toggling the volume bar on the right of the phone during boot, as that is supposed to give the hard reset option.
