Regarding the issue that you are having with the computer will not sync with the lcd monitor you may need to check the video settings and video card settings or video control panel
You could also try to use a different VGA cable for the issue
Unlikely to be a vga cable loose, but you can check by removing the switch panel cover and the screen to check it is still firmly housed.
test the laptop first in an external monitor, if you get an image, then the graphics chip is still ok
This then points to the screen, may appear undamaged, closer inspection with a torch, shone through the back of it will show any cracks you do not see straight away.
If the screen will not light up, fault is probably with a damaged backlight or inverter, you are then looking at a new (or 2nd hand) screen
First, you need to verify if you are installing the correct driver. If you upgraded the OS to Vista, then the CD that came with your laptop for your ATI graphics possibly does not carry any Vista driver.
Check the CD (driver) and verify if it has a Vista driver. If it does not have it, then, get the exact model number of your ATI graphics card and download the Vista driver.
However, it would be safe to contact the manufacturer and ask them if they have Vista driver.
Sounds like you have some internal issues going on with this Laptop! If you are getting the same response when you connect an external monitor, then you more than likely have a few things going on here: A bad VGA port for starters, Issues with the Data card, and your graphic card is cetainly not helping. In addition you may want to check appropriate drivers as they are sometimes updated! But my best guess is that you are having issues internally! That could be costly! Sorry!
