I've never seen 2 front USB ports that were bad. I've seen 1 that was defective because the USB device that was plugged into it was broken off. However in that case it caused the power supply to short out and prevent the computer from powering on. Here is a link to your model: ftp://ftp.dell.com/Manuals/all-products/esuprt_desktop/esuprt_optiplex_desktop/optiplex-760_Service%20Manual_en-us.pdf If the USB ports on the back of your computer work then the front ones should too unless there is a connector dislodged to motherboard. All USB ports use the same circuit.

Some computers have both USB ports on the front and back of the case. The ones on the bark are directly off the motherboard while the ones on the front are usually connected by a separate cable. If you are trying the front ports, try one of the rear ones instead. if it works in the back, that cable may need to be reconnected inside the case.
I see many comp. with problem on front usb port. In some case USB port isn´t right plug in motherboard, or is everything OK but they don´t recognize USB stick.
Only one, don´t lose you time with that, don´t use that USB port.
You need the motherboard specs, which you can look up on the internet, based on the maker.
With the USB ports, the front ones often don't include power.
So plug a powered 4 port hub into the front port, and then the hub will supply the power after that.
yes if you buy a PCI firewire card they will have 1 or 2 headers on the card so you can fit your front Firewire port to it...
[Belkin cards 99% of the time have headers on the card]
