Here are some ideas. The problem can be inside the phone or external to the phone. It is best to eliminate all the external possible causes first, before you go for a phone repair or replacement. Since your settings WI FI is turned on as you say, then you should confirm that you see a list of available networks under settings WiFI. I the network listed shows a LOCK next to them, then you need the password to connect. Tap the network from the list, and you should be prompted for the password. After entering the correct password, it should connect. If it does not connect, you may have the wrong password. If you don't see the list of available networks in settings WiFi, then your router may not be working. Check with another device you like somebody else's phone to confirm your router is OK. Also try connecting at McDonalds or Starbucks where they offer free WiFi. If you still cannot connect then there is probably something wrong internally in your phone.
Most wifi units have an IP address you can use with your web browser to change the wifi password and various other settings.
Look online for a manual for your specific router. Get the IP address for it and put it in the address bar and turn on password and even make your own password.
When you're at home, you're connected to your own wifi for which you have entered the password into your phone at some point. If you're away from home, you would need to be either connected to an open wifi network (not password protected) or have the password to any wifi hotspots your phone sees. Go into your wifi settings and see what networks are available. You will see a signal strength indicator next to each wifi network name, and also an icon that indicates whether the network is secured or not. If you tap on any of the networks, the open ones should allow you to connect, and the secured ones will ask you for the password. Your phone can't automatically connect to any secured networks unless it has the password. For any networks that don't require a password, you may still need to tap that network in your wifi list so your phone knows you want to connect to it, and your phone will then connect to it automatically whenever you're nearby, unless you're already connected to a stronger wifi network.
go to settings / go to wifi/ turn on and the phone will look for a network to connect to. if it is an open network just hit connect. If it is a secure network you will need to put the password for that network to connect to it. hope this helps
There is a wifi option on your i-phone and you may have to put the router password to connect to your router. Remember to turn it off when you leave home though because it will be constantly searching for your router and you will not be able to access the internet.
i went into the wifi set up on the optimus s and went to the bottom of the menu that shows what networks are available and clicked on add network. From there I entered the SSID from my router, then put in the password for the router, (password will depend on whether or not you have yours password protected) I hit enter from there and it connected and stayed connected.

go to settings: then go to general: then go to WiFi: then find your WiFi network and put in the password.
THIS WONT WORK IF YOU HAVE A WIRED INTERNET.
Not all WiFi networks are actually connected to the internet - you could try connecting to different networks, or get closer to the access point. Sometimes, with mobile devices like phones and iPods, it tells you you're connected to the network but the signal is too poor and you end up not being able to actually do anything on it.
