Your print head probably has crusted ink on it, as the heads are built into Epsons. If you have tried cleaning, deep cleaning, and then priming (the last 2 aren't available on all Epsons), and it is still banding, you have 2 options:
Disassemble the printer and soak the head in alcohol and hope it works OR get a new printer.
Heads on an Epson are too expensive to bother swapping out.

The ink you replaced costs as much as a new printer that comes with ink. Get a new one.

Epson 2200 printing nightmare

try printing all 7 color individually as a 1st step in diagnostic so you'll know w/c color is actually giving you the problem, no need to do the software this is a hardware problem, it could be one of the ink cartridges,

Inkjet photo printing

This may sound idiotic, but print out a nozzle check pattern in your maintenance tab. Good chance you have a clogged printhead. Check out how to do a print head cleaning and what solutions and tools you'll need. Careful if you're using compatible inks or refilled cartridges, or long expired ink.

This one works great for me. Go GENTLY, best not to use Windex or any unauthorized solutions, as they may cause damage to plastic parts.

White bands on my prints

Did you try cleaning the decoder strip? It is located behind the print head, looks like the tape inside a cassette tape. If it has ink splatter or a smudge on it carefully wipe it down with a paper towel (damp). It may be easier to remove it, careful not to stretch the little spring on the left side.
