If message is given by windows then your windows need reinstall or repair and also check hard disk for errors. If this is message of BIOS then you need to check proper hardware connected properly. Generally this error is caused when operating system is able to load from boot partition.

I couldn't read the information on the screen.

If you need to reboot, there sometimes a reboot button. Pressing and releasing it will cause the computer to reboot.

If there isn't a reboot button, press and hold the power button until the computer turns off. Release the button and press and release it to reboot the computer.

Confused on what you need then... If the phone says to reboot it, then go ahead and reboot it. Turn it off, and turn back on. If you can reach the settings, then check for updates as that may help clear any problems. If that doesn't help, then contact your carrier for more help.
