Check if the lens can come out completely. Just a little obstruction, can cause the lens to move back to a "safe" position. Did you check the battery, if it is still ok? Does the display give any warning?
Do you have a Kodak 3-volt AC adapter (sold separately)? You could connect the adapter and look if the camera will work then.
To make sure the battery is ok, you could take a multimeter and check the voltage of the battery. The voltage should be a little (few tenths of a volt) above the voltage on the battery, when measured with a multimeter.

Lens error lens continually coming in and out.

Common problem, these lenses elongate with a set of gearing and close tolerances. Lots of times sand and dirt get into the mix so the gears don't mesh and they get bound up.
Hold the camera firmly in one hand while off and smack it into the palm of your other hand to dislodge some of the dirt then do the same thing alternately along each different axis. Try turning on the camera after each few smacks do not hit anything hard with the camera. This worked for me and has worked for many people, just keep doing it and turning the camera on and let it go thru its start up sequence over and over.

LENS PROBLEM

The slightly open shutter is the reason for this problem. Thank God you mentioned it.
Solution: Try with your fingers to shift the shutter “blades” back and forth to see if they move freely. If they do no move freely it maens the shutter “blasdes” and stuck by particles/dust/something. So you just continue to shift them like that untill they are free again. Once they are free turn your camera back on and it should perform as normal.

Lense opens and closes and then shuts off

It appears that the camera lens is off track.
Since the camera is not working right you can try these things.
First, just to tell you, that by doing the following you could damage the camera further, so take it at your own risk.

What I have done in more than a few times is to examine and watch closely to what happens to the lens as it goes through it's process of in and out. This usually indicates that the camera processor is trying to get the lens to adjust to it's correct place. This is most time the result of an impact of some sort.
What can be done?

As you turn on the camera carefully hold the lens back with something flat or simply hold on the sides of the lens to cause it to reset to a new position. Turn the camera off.
Try to turn on the camera and see what happens and if there is any change. This will determine if you need to try again and go through the same process.
By continuing the above, it may be possible to get the lens back on track.
To tell you... most lenses are made very similar for digital cameras. The extension tubes of the lens is attached to some kind of small tracking devices. This varies, but all will track in a small groove to the fully extended position.
What we are trying to do is to reset the gear position to where the camera processor will know by the sensors that the lens is in the correct position. Also to remember that there are very small gears which can break with too much pressure, but also can "jump a notch or two" to reset it to the correct position. Speaking of that... if there is a grinding or jumping sound (when starting with out any back force)...like stripping or sounds of broken gears..then trying to reset the lens will not work. In which case if may be better to sell the camera for as is or parts on a site such as Ebay.

Camera lens comes out and goes back in when I turn it on.

Sounds like the lens can't get into the proper position. Any possibility of damage to the lens?
