I have a Whirlpool Quiet Partner III dishwasher, model #GU2500XTP87, that will not fill completely. I have checked to make sure the overfill protection valve is not covered. The soap will dispense and the machine gets warm but will not completely fill, any ideal?

generally dishwashers rely on the pressure supplied by the water supply line. check to see if it is enough or if inlet pipe is of sufficient diameter for needed flow.in some instances i know of seperate lines needing to be run directly instead of coming off of supply to sink area.

SOURCE: Dishsoap stays in soap dispenser

We had problems with soap remaining in the dispenser and dishes not getting clean when we used gel dish doap. We changed to the cakes of soap with a Jet Dry Power Ball in the middle, and now they clean fine.

common failures on that usually are the heating element. Look at the botton and see if it is broken anywhere.

This is a bad wash pump. Looking at about $175 for just the sump assembly. You could do it yourself, but unit would need to be uninstalled.

I have a Whirlpool Quiet Partner III dishwasher and it is not cleaning my dishes, it seems like the arms are not turning.

A model number may help others help you.
Often this is the unit not getting enough water.
A symptom of this is a growling sound as the motor sucks in air (cavitation).
Most units fill to just under the heating element.
You could check this by adding a couple quarts of hot water after each fill if it now runs oK then low water is probably your problem.
Just be careful not to overfill he unit. The float shoud not deactivate the overfill switch.
If it is low water the likeliest culprit is the screen filter on the input side of the water valve. Remove the valve and clean/check the filter. Do not permanently remove the filter as it is there to keep crud out of the valve which could hold it open and cause a flood.

It sounds like the control unit has gone bad and you will have to replace it...the replacement is not very hard, just make sure to mark the wires so you get them back were they belong on the new unit.

Our Whirlpool Quiet Partner III cleans the bottom rack fine, but the top rack does not seem to have any water pressure and thereby does not clean. Any solutions?

two things that you need to check one is the water level in the machine when it has completed it fill cycle.low water level will cause this issue with imporper cleaning.
make sure the spray arm is not clogged in any way.
the other is simply replace the main wash motor
