Yes, it sounds like the NSS is the culprit.

You need to see if your mechanic replaced the wiring pigtail to the pump. The pigtail on those have a habit of shorting out. If the pigtail is in good condition, check the ground wire. Rust likes to make the ground loose connection.

Sound like a problem with the Neutral Ssafety Switch, this is located on top transmission (generally) and its possible that need some adjust.
