Verify that the network station cable (the one connected to the P1606DN printer) is good and that the connection to the network is good. You can do using a number of methods. But, if you have a portable computer, the simplest method is to disconnect the cable from the P1606DN, connect it to your computer (make sure the wireless on your computer is turned off), and verify that you can connect to your network. If not, you have a cable/network problem.
Otherwise, try resetting your P1606DN printer to its factory defaults:
1. Turn off the printer
2. Turn the printer back on, and while it is initializing press and hold both control-panel buttons at the same time until all the lights blink in unison.
Then put your static IP address back on the printer and hopefully you can now connect. If not, can you ping it from a workstation? If not, the network adapter circuitry in the printer may have failed.
