The Problem is with your 1600 Software just Flash it (renew mobile software) it can be done in Nokia Car Please Visit your Nearest Nokia service center they will do it,

You may kindly note that the default security code for all Nokia handsets is 12345. In the event the security code is changed and you are unable to recall it, then the phone needs to be reset. You may kindly note that the security code can be reset at any Nokia Care Centre. Kindly be aware that there will be a service provision fee associated with this service, as it is a non-warranty procedure.
You may kindly note, once the phone has been reset, all data in the mobile will be lost. I recommend you take along the proof of purchase/receipt while visiting the Nokia Care.

I hope ... it is worth trying this (When u have not changed it)

... I don't think that Phone security code is related to IMEI code :)

If this does not work...try the nearest service centre / dealer for a reset...They do it at a nominal cost
