I would say that windows is missing the codecs to play your cd. You can get the codecs by running windows update by right clicking on computer and then properties. and then click on the windows update and click get updates now.
An easier solution would be to download vlc player. It will play any file and cd or dvd. just google for vlc media player and download it and open the cd with VLC

The 0×80040702 error is common on computers on which you are trying to install a game or software. The biggest reason why this error appears is because of missing DLL
files on your system. To fix this, you must first see if your PC has any
of the missing DLL files on your PC and if it does, then put that file
in the right place. To do this, click on Start > Search. Then search
for the filename the installer claims is missing. If any results come
up, then copy the file into the C:\Windows\System32 folder of your PC.
If there are not any files with that name on your system, you should
search for "filename + download" on Google, download the file and put it into the C:\Windows\System 32 folder. This should cure the problem.
The d3dx9_37.dll error is a DirectX 9 problem. It could be missing or corrupt. DO NOT download the file from dll download sites because there could be many different reasons why this error occurs.
First of all restart the computer if you haven't already done so as the error could be a one time only issue. Most games require you to restart anyway. Do so even if you are not prompted.
Secondly, if the problem persists try reinstalling the game as it could have been a bad install in the first place. Also you can download DirectX from Microsoft.com, search for DirectX End-User Runtime. Download and install it. This usually resolves the error.
It is unavoidable that runtime errors, .exe errors, dll errors, missing dll files, Internet errors, blue screen of death would annoy you after you used your computer for a few of years. Additionally, you probably will find you get a slow computer and have to reinstall your operating system.
