One would think that if it's the fuse that it wouldn't buzz at all but ... unplugged, re-assembled back, hooked back up to hose, turned on and running hot .... The belt was fine. ... DRYER BUZZING NOISE - Dryer For Sale

Two things are likely going on here,1- something is dragging down your motor check for a twist in the belt, idler pulley bad, belt installed wrong or wrong belt. Also check your front drum felt and glides if the felt is bunched up that will drag down the motor. Now the smell you probably have some felt or lint in the burner clean it carefully you do not want to damage your igniter.

the pulley may be going is out. Remove the back cover and check to see if the noise is coming from there. If so, they are easily replaced.

Have you checked the motor kill switch? Its located by the motor.When the belt comes off the idler pulley actuates this killing power to the machine. Sometimes the switch goes bad over time and needs to be changed. The part number is wd21x10261 and runs around $12

Weird, try making sure it is level, and make sure your vent pipe aint too long. Tip the cabinet back while running if the noise goes away the damn metal vent pipe is too dang long.
