Some blowers shut off depending on the system. Do you have electric hest strips inside? If not the blower will shut off. The outdoor fan should not be running if in defrost mode. If you have heat strips then you likely have low voltage wiring crossed

The air intake for the blower is probably dirty / clogged. This is causing the blower motor to work harder and overheat. Since the motor generates heat the sensor that turns on the motor does not cool enough to shut off the motor.

Your off switch may be wet or disconnected. You can try spraying it with a little bit of contact cleaner or WD to clear the moisture. If this doesnt work you can pull a cover and trace back the wire and see if it just fell off or melted. Good luck and be safe!

If this problem started after you changed the sequencers then you need to check your wiring.

You need a blower control module. It's about six inches from the blower motor on heater case.
