SOURCE: Tele converter option for Tamron 28-75mm f2.8
This is a lens for Sony/Minolta cameras. It is not compatible with the Nikon D90. Hence a Teleconverter for Nikon will not work on this lens to mount it to a Nikon D90.

Make sure the lens is set for the largest f number on the aperture ring. there may be a lock to prevent the ring from turning in the future. Locking the lens of the largest f number allow the camera to set the lens through the camera. This is normal on most of the newer cameras.
If the lens does not have a move-able aperture ring, then dismount and remount the lens, making sure the lens is completely mounted and locks into place, completely lining up the contacts inside. If this does not work The camera or lens may need servicing.

As with almost all camera equipment and lenses I recommend that you do not, under any circumstances try to repair them yourself. Photographic equipment is very delicate and you could just make the problem worse.
The most comprehensive solution would be to contact Tamron itself and send it in for repair. If your product is under warranty you may only have to pay the shipping fees.

Your complaint "does not work" is rather broad, so I don't know what specific kind of problem(s) your having with it.
If you continue to have issues with it, make sure other lenses work on your D90 to eliminate the body as the source of the problem. Consider performing a 2 button reset on the D90 (and resetting any other customized settings to defaults) and try again. If it still "doesn't work" then contact Tamron to evaluate the lens for possible repair.
