in all likelihood your shift key is stuck. try pressing and releasing both shift keys in an attempt to "free" them. Also, check to ensure that "sticky keys" is not enabled on your computer(pressing and holding the shift key for about 10 seconds should pop up a window if it is. if the window appears, just make sure that the key is not "stuck" by windows).
Solution: mechanical agitation for your shift keys to attempt to free them, and a good thorough cleaning for all of your keyboard with canned air and/or a lint free cloth damp with dilluted isoprophyl alchohol to prevent this from happening in the future with these or other keys. Alternately, replace your keyboard.

it works fine on my brothers computer but it doesnt work on mine, i dont really want to reformat either. any way of fixing it without reformat?

You need to go to Start -> Settings -> Control Panel & find the "regional & language settings". Set the country and related settings to wherever you are (as you're currently using a foreign setting).
you should be useing "shift+3" cap lock is affect eh characters, not the special charaters and numbers.

reinstall the driver ..and check the plugs for proper insert ...if there was a problem and you started the pc ..and do not sow the device ...( problem like unpluging ..or out of batteries..) it is the chance that you need to go to the device manager ..and update the driver ...( from the disc ) or automatically cause the driver is still installed into the pc ...
