This is due to a security flaw in SP2. You will need to download SP3 update from Microsoft!
IF you go to Microsoft XP SP3 Manual Update, follow this link and download the update then run it. This will correct the issue.
I also suggest that turn on automatic updates. Although XP is no longer supported by Microsoft you will still get all the old updates.

SOURCE: Comparing XP professional SP2 with SP3

The latest SPs always contain all of the patches, fixes and security updates (very important) that are released since the last SP. I recommend installing the SP3. I did this on my main developemtn machine and had no problems at all. If you are looking for a real comparison, you'd need to check Microsoft's website to see if they have any information.

SOURCE: my (Win XP SP2) command prompt does not work

First off, lets try a few things. This will help us narrow it down:

  • Try typing other known commands to see if they work (ipconfig for example)
  • Do a search on your computer for cmd.exe (you should only have 1, and it should be in the system32 folder.)
  • try typing cmd.exe instead of just cmd.
Give those a shot and report back. Depending on which one of these give you a problem, it could point to the correct fix.

The reason I say this is that your easiest solution may be to upgrade to SP3. The only times I've ever heard someone having this problem was also in SP2.

Xp

Hi There,

I just experienced the same problem you did concerning the partmgr.sys blue screen error. I am installing Windows XP Pro SP2 on a pretty old Dell Latitude LS (upgrading it from Win 2000). The XP installation disk gives me the option to format in NTFS, FAT, and both formats in a "quick" mode. I usually do not recommend using the quick mode, however, after trying both NTFS and FAT and receiving the blue screen, I decided to try NTFS (quick). That has allowed me to actually get further into the installation, so you may want to try that.
