what wrong with it if it wont start check for spark at plug if works try squrting starter flood into carb if tries to start rebuild carberator tecuseh engines are bad about clogged up carb with dirt
Did you drain fuel tank before refilling with fresh fuel? Drained carburator bowl good, drained crankcase and refilled with fresh oil good,removed air cleaner and dried out good. One question for you , did you remove spark plug and drain any water that may have gotten into your cylinder through an open valve? There could be water sloshing around in the cylinder, gas and water will not fire, and water on spark plug wont allow plug to spark. If you need any more help please get back to me , I believe this is the first under water problem I've encountered. GOOD LUCK.
If you know that you have a good plug, and you don't have spark at the plug, then it is a bad Ignition Coil (Module). If you need further help, let me know.
If you have no sign of life with starter fluid, there's no spark in the cylinder.
If the plug is oily, it may spark in free air, but not under compression. Try a new plug first.
Excess oil won't prevent the engine from starting, but it will spew oil everywhere if it's overfilled. Just check the level with the dipstick (on level ground), and pour any excess out of the filler tube.
Sounds like you will need to clean your carburetor.
Sometimes you can get by with priming it a few times, and letting it run a few times like that and it will flush the gunk out of the jets, but most of the time you will need to rebuild the carburetor. If the mower is over a couple years old, then I also recommend that you buy and install a new carburetor repair kit, because the diaphragm will get hard and that will cause it to be hard to crank. When you clean your carburetor and remove the jet screws, count the number of turns it takes to seat the jets from their original position. That way when you go to put the jets back in, you know how many turns they were in/out. Please do not forget to rate me, Thanks Good Luck, I hope this helped

Need you to pull the spark plug and see if it is carboned up.
How long has it sat without running? It could be flooded.
