It seems a small hardware-problem, like a button is sticking, making a continues connection. If you are comfortable in hardware-modifications, try to open the casing of the malfunctioning walkie talkie. Do this carefully, not to damage it further.
When opened, check the 3 buttons to see any damage, or undesired connections (caused by extensive use or plain dirt).

I think you have to remove the courtesy beep option from radio, this is also call Roger beep.

If one radio won't walk to the other my guess if that you have the Privacy Code function set up incorrectly.
The privacy code function mutes the radio unless it receives a signal from another radio transmitting the same privacy code. If Privacy Codes are turned on for Radio A but not turned on for Radio B then you will be able to transmit from Radio A to Radio B but not from Radio B to Radio A. If Privacy Codes are turned on for both radios but each unit is set to a different code then neither radio will be able to talk to the other.
Make sure that the radios are both set to the same privacy code or that the privacy code function is turned off on both radios. You can find more information on how this function is set in the radio's Owner's Manual.

Some number their channels differently, but all FRS/GMRS radios operate in the same mode and will have at least some frequencies in common. Check the channel/frequency lists for both radios and you'll be able to talk to each other.
