does pulling the start rope turn the engine over . make sure the tine drive is disconnected
if yes , the motor is not seized but the tines could be
if the motor will not fire ( check spark plug for spark it could be the coil or a short to ground in the ignition on/off switch wire

Get behind the tiller as if you are ready to use it. Look down towards the tines. There's a protective cover. Remove it and you will see the belt running vertically between the motor and the tines.

Yes, there is a gear and pinion that drive the tines. Either a pin has sheared or teeth have broke off the gears. Either way its internal. You will need to completely disassemble the unit. Before you disassemble the unit locate and record the model and serial number from the chassis and the model, type, and code of the motor, you will need these numbers to purchase replacement parts. Remove the motor, tines, wheels, all shields, handles, etc. Until you are left with just the gearcase. Then you will need to split the gearcase. Lay it on its side on blocks so that it is stable and level. Remove all the fasteners and remove the top side. Take your time it will be hard to seperate the halfs to start with. Once the cases are split you will be able to identify the failed part and replace them. Good luck

look on the shafts the tines ride on and see if the bolts broke off

Yes, there are shear pins on the tines and on the wheels. Can you check to see if the belt actually moves when the pulleys turn?

It is the shift fork in the transmission. Bad part design and if you plan to take it apart, use sandpaper and really clean the wheel axle and tine axle before you take it apart.

If you cant hear the motor running but you hear a click when you insert the paper it sounds like the eyes are ok so its likely the pcb thats defective...give Royal a call at 1-800-524-0799 for parts assistance.
