Yes, but you have to understand that if it needs recharged, it has a leak and must be found, repaired, evacuated then properly recharged. Most compact reefers only hold a few ounces of refrigerant, so it does not take much of a leak to affect its ability to cool....Your issue could be something other than refrigerant if its just not cooling.

If you know the power outlet is good but the compressor does not come on, then it could be either the contactor relay or the start capacitor or the compressor itself.

The problem is that most compact refrigerators are more expensive to repair than to replace, so if it is the contactor or relay you can change them but if it is the compressor it is cheaper to replace the unit.

A new thermostat is required. When you turned it down you probably broke the contact and will not re-connect. Be careful installing the new one the fine tube contains gas which is temperature sensitive. do kink or break it.

Honeywell compact refrigerator model # 88031 making a clicking noise, not cooling, interior light blinks, and the fans in back are not working properly....seems as if it's not getting full power. worked fine for about a year and justed stopped.

If you hear the compressor running, then the overload and relay are O.K. It can be one of three things.
1. Leak developed in system.
2. Restriction internal in the refrigerator sealed system.
3. Valves in compressor failed, which would not provide any pumping action for the refrigerant.

None of these items are practical repairs on a compact. But if it's under warranty (under 5 years old), check with the selling dealer for warranty claim.
P.S. Does not apply if coils were punctured.

Leave it alone, it is totally correct. That is the radiator and it is supposed to get rid of heat through the radiator. You even have heaters in the sides of the fridge called mullon heaters.
