Picture is all snow but has audio

Be aware that Televisions have separate components that operate independently. Audio is separate from Video, however, they are in sync when you watch a TV program.
Snow is commonly are condition whereby the incoming signal is not being received 100%, for example, if the antenna or cable cord is loose, damaged, or even partially affixed to the hardware input; the connection is not 100% and this can result in a snowy picture. If there is NO picture at all, simply all snow with a rushing sound, you have a loss of signal and you need to contact the source provider.

Change the bulb on NCE v260X and I still have white snow flake when I turn it on

Have you adjusted the contrast and Keystone. A new bulb should be plenty bright. Maybe clean the lens. There is in some types of Projectors a color wheel inside this can become dusty. But not often if you keep the filters in place and clean them. This could cause a snowy picture as well. Hard to say without actually seeing the picture to say what the issue could be. But these are some of the stronger possiabilities.

Can you say it does it on all inputs including DVD etc?

Snow in the picture to me does not indicate a T-conn board.

I have auto programmed the television, but it only shows white snow no matter what. I have also fine tuned it as well. The model is shownic lc26ce80r. Can you help

My personal guess would be that there is no signal coming through to your tv or the wrong signal coming through. I have the opposite problem...we get picture (snowy) but no sound except that of snow and the Audio/Sound options are NOT helpful. Wish I could be of better help.

Picture clear then fades to snow when it does, makes annoying sound

sounds like poor solder on the ground conections of the tuner, depending on the age of the TV frostman
