Water dispenser has ceased dispensing water.

Water tube is frozen inside the door. Bad design. I use boiling water, a small plastic flexible tube and appropriate plastic syringe to force very hot water into the tube pushing the small tube into the dispenser tube. At some point it will stop because of the Ice blockage, more hot water through the small tube will soon unblock the line. A retrofit "heater" was available at appliance parts stores. I installed one. It stopped working and I haven't bothered with another. The Ice supply line is separate from the water dispenser and Y's somewhere to get water into the hinge for the door access to the Water dispenser in the door. Hope this helps.

Why does my hot water go hot and cold on my gas hot water service

When water feels cold at tap, check water heater TP valve and drain valve to see if water is hot at top and bottom of heater
Maybe you have bad single-handle faucet cartridge
http://waterheatertimer.org/Crossover.html

Another possible cause is bad dip tube

Were is cold water inlet and hot water outel on model 71-40d b

Cold inlet and hot outlet are marked on top of water heater.
Usually there is a letter or word embossed into the metal top.

If tank is connected, then turn on hot water tap for a few moment and feel which pipe is hot.

Cold water enters bottom of tank through dip tube located on cold side. If hot and cold are reversed, the water heater will not perform as expected.

Hot water comes on but then runs cold after a minuate then goes hot again. The water appears to be hotter downstairs

If you have lukewarm water.. and at times it's hot.. then warm. or after running hot for a while and it cools.. chances are you have a cracked or failing dip tube.

The dip tube is just what it sounds like. a tube that delivers cold water to the bottom of the tank.. to mix with the hot water.. this keeps the hottest water at the top for faster delivery.

If this tube is cracked near the top.. or along it's length.. you may get some hot water.. then cold.. then warm..etc etc.

They are inexpensive to replace.. but as always exercise caution and follow proper procedure to relieve pressure, water supply and power/fuel before attempting a repair.

Generally this tube is inserted right where the cold water inlet pipe is on the heater.

A good plumber or water heater replacement or repair company could inspect fix and replace for a lot less than a new water heater.

Best of luck

Running out of hot water after 10-15 minutes. already changed the bottom element and theromstat and still missing hot hot??

Is the upper element working?
The cold water comes in at the top inlet and there is a tube inside the water heater which takes the water to the bottom. If this tube breaks off the cold water will mix with the hot water on the top and you'll have less hot water. You can take it out and inspect or replace it.

My reliance natural gas water heater overheats causing scalding water to come out of my faucets. I have had authorized service companies come out three times to replace and retrofit different controls and...

Information below is for tank-type electric or gas heater only.

There is a condition called stacking.
This might apply to your water heater or not.
Having authorized service people to your house 3 times suggests more complicated mix of problems.

Stacking is caused when there are repeated short draws of hot water.
As you know, each time any hot water is drawn out of faucet, cold water immediately enters bottom of tank through the dip tube. The dip tube is connected to cold water inlet and runs to bottom of tank.
So all cold water enters bottom of tank close to the gas water heater thermostat.
See illustration of dip tube, that also shows copper thermostat sticking into tank that is connected to gas valve.
http://waterheatertimer.org/Clean-sediment-out-of-water-heater.html#flushelectric

Let's say your water heater if fully heated and burner is off.
A short draw of hot water causes cold water to enter tank.
Another short draw. And then another short draw, each draw happens close to same time as other draws.
Water at top of tank is plenty hot, but bursts of cold water get near thermostat and cause thermostat to turn on burner.
Burner heats water and more hot water rises to top of tank. Water at top of tank becomes overheated each time stacking occurs.

Again, a stacking situation may not be the cause of your problem.
However, remember if single-handled faucet is opened straight upward, then that draws both hot and cold water. And cold water immediately enters tank.
Only when the single-handled faucet is lifted with the handle all the way to the right, does it draw only cold water. Even so, some single-handled faucets have bleed-over between hot and cold sides, so hot water is drawn anyway.

Another possibility is that the dip tube ends at or near thermostat, instead of going all the way to bottom of tank. The dip tube should go straight down from cold water inlet, but dip tubes are made of plastic, and some self-cleaning tanks have a curved dip tube or dip tube with perforations that create currents designed to stir sediments off bottom of tank (although this is not proven to be effective deterrent to sediment formation).

Water starts of hot but then starts to get cold.

You need to verify that you still have hot water. Sounds like you're running out.

I have hot water for a minute then it goes to warm. I took off the 2 wires on each element and I have 15 ohms on the top and 5.5 on the bottom. Is my bottom element bad?

Sounds like bottom element may be bad but usually reads open circuit if bad. Also tan k would run about 8 gallons hot water then go cold. lots of warm water usually means bad dip tube.
Check if tank is hot at bottom element when not used for a while. If bottom element is still cold then bad element.
If bottom element is hot - (all water in tank is hot then you have a bad "dip tube" This is allowing incoming cold water to mix with outgoing hot water. The dip tube is usually A part of the cold water nipple or B located under the cold water inlet nipple.
