If you pull out the stem 1/2 way, you set the date one direction, and the day the other. If you pull it out all the way, it moves the hands and sets the time.

Best solution is to download the ORIGINAL INSTRUCTIONS MANUAL directly from SEIKO's main website:

Solution #3 (Posted by Guest on 5 Mar 08) is spot on. Quick and easy method to reset the chrono hands (it was not in my Seiko manual).
Interestingly, this can also be used to set the chrono ahead (or behind--with a little math) for offset timing measurements.
Here is the procedure to make the alarm time match the you you have set for the main watch time:
2. ALARM HAND ADJUSTMENT
Hour hand Minute hand
B
ALARM
hour hand ALARM minute hand
B Press repeatedly to set ALARM
hands to the time indicated by the
main time hands.
? Set the ALARM hands to the time the main
time hands indicate.
* The ALARM hands move quickly if
button B is kept pressed.
Then press the crown all the way in when finsihed.
Your watch is caliber 7T62. You may download a complete settings instruction manual for this caliber here:

The instructions you need are on page 3 of the manual. I hope this will fix your problem with the adjustments. If you need more help, please let me know.
