USB drives have a factory setup program which tells the computer what it is. This cannot be removed (formatted). You can format the storage area of the drive.
I'm assuming that the old card works fine.
To make sure that you do not have a faulty card, take it to your PC and reformat it. If the PC balks at the reformat you need to return the card to were you purchased it.
