You posted to the category 'Cars and Trucks, but this looks like it might be a heater. All question need full 'make model (what it is)' as first 3 words.
The blower is/was a $69.00 optional add on feature for that heater. To be quite honest, a blower does little on an Infrared Heater. Infrared, unlike Blue Flame Convection Heaters, doesn't waste energy heating the air. It heats objects (floor, walls, furniture, etc). From that the room air heats up. Simply put, it heats a room like the sun heats the earth. It's really more efficient than a gas convection heater. Rated 99.9% efficient at 15,000 Btu's, it will heat a good sized room easily.
I've selling these heaters for several years and I always try to talk the customer out f wasting their money on a blower. It's simply not needed on an infrared heater.

this means if it does not reset by pushing up,down,enter and clears and no heat then the main control board is shot i have 2 in my shop and the capacitors have popped
According to the call line, hold down the up, down and enter buttons all at the same time and it should clear it. I took mine back and had it replaced so I never had a chance to try this.
your temp control is bad and you will have to have a tech to service the unit, contact rinnai and they will give you info on a quilified repair person,, not just any one should be allowed to work on it,, depending on the age it may still be under warranty,, they come with 5 year parts 1 year labor 12 years on heat exchanger this is on all rinnai units
According to the call line you have to hit the up, down and enter buttons at one time. Did not try this as I returned mine before I got an answer. No problem with the new one!
Check regulator on the unit.
Check pilot unit on the heater
use soapy water to check for leaks if see bubbles turn off main gas supply valve.
always turn off gas supply before any checks or repairs are made
when all else failes call your local gas provider to check heater and gas supply
