I took a screenshot of a QR barcode on my smartphone today and it did not scan at my local Royal Mail Branch for a return item?

Simply don't do a screenshot as it loses detail. Take a photograph instead using the full resolution back camera.

Or use the U.K. Royal Mail App that carries the original like Canada Post does here.

Or Print the QR Code.

Can't find my disc to re-install my HP Photosmart C3680 all in one InkJet Printer Can I download it somewhere?

Yes you can still download the driver. Open this link [Click Here], click "Select..." (Screenshot No.1) and select your operating system i.e. windows xp or windows vista or windows 7 etc.. and then click "Next" (Screenshot No.1). Now on the next page, click the (+) sign beside "Drivers (2)" to expand (Screenshot No.2) . Again, click one of the links (Screenshot No.3.), I recommend the 1st link.
Again on the next page, click the "Download" button or the other [red arrows pointed] link (Screenshot No.4)
