Thats is because of heating issue and there might be some programs that are using cpu while idle,check what are the programs running in the background and disable what are not neccessary,also clean cpu fan and all other heatsinks and re-apply thermal paste,that will solve your problem

Engine runs at a fast idle. This started after a backfire during a start up;

I would check vaccuum hoses are all connected and unbroken.
Sounds like maybe when it "backfired" it popped a vaccuum line loose.
The way I check for Vaccuum leaks is spray WD-40 the entire length of each hose while it is running, when vaccuum sucks in the WD-40 it will "Rev" the engine some.

1996 royal star, left rear valve seems to be sticking or something, getting rough idle with lots of backfire popping from that pipe, and motor is missing badly during takeoff and downshift idling. anybody...

The The Air Injection System AIS for that cylinder could be leaking (chrome pipe running up to a fitting right by the exhaust pipe) or more likely the rubber pipe that goes from the engine intake to carburetor is either loose at the engine or carburetor, or the rubber pipe is cracked, split or broken. This would cause air to be sucked into the crack, split or loose fitting during during acceleration or downshifting.
