go to your manufacturer site, click on support , than drivers and look for your product . after finding the product you will have multiple drivers to download
That "PCI Serial Port" is probably part of a PCI modem that is connected into a PCI slot on the motherboard.
Access the manufacturer's web-site: http://support.hp.com
and enter 'dc7700p' and do a search for device-drivers for your computer.
Download the device-driver. Install it.
Depending on the hardware that you have, either Windows will recognize your device and install default drivers or you will utilize the installation software that came with your device.

The drivers are here. You shouldn't need to do anything to install the card other than plug it into a PCI slot in your computer and install the drivers.
You will need to see if you can find Vista drivers for the two devices. If you are not sure where to look for the drivers you can download the Unknown Devices program which will give you specific chipset information that will allow you to search the internet for the drivers.
