Raise the level of the water. The dual flush water levels are minimal by design, but need the full flush volume of water. There should be a level line inside the tank, go about a 1/2" above.
might be that the water level in the tank is to low. if both buttons release the same amount of water then you have to increase the water level in the tank by adjusting the height of the floater on the inlet valve. look inside the tank and there should be a WL mark meaning water level should be set to this level minimum.
Page 2 on this web site has the diverter listed. Sounds like the diverter is sticking or hanging up and not working right. The link below has information on the faucet you have so I hope this will be helpful for you.
First you could take it off and clean it and check it out for any blockage.
